Miss Seetoh Hoy Cheng was High Commissioner of Singapore to New ZealandĀ from 2004 to 2009.

Miss Seetoh graduated with a Bachelor of Science Honours (2nd Class Upper) degree in Botany from the then University of Singapore in 1971. She obtained a Master in International Public Policy from the Johns Hopkins University, USA in 1984.

Miss Seetoh joined the Ministry of Foreign affairs in 1974. She served as the First Secretary in the Singapore Embassy in Washington from 1981 to 1984 and later as Counsellor in the Singapore High Commission in London from 1989 to 1992. At MFA, HQ, her appointments included Deputy Director (Finance) of Management & Personnel Directorate (1993 – 1994), Director of Management & Personnel (1994 – 1996) and Director of Administration (1997). From July 1997 to January 2000, Miss Seetoh was appointed Director of Policy, Planning and Analysis Directorate IV (South Asia, Middle East, Latin America and Africa). She was appointed Ambassador to the Laos People’s Democratic Republic from March 2000 to December 2003
